it's just a crystal,
but they are both the same.
the one with the arrow simply has a larger part fitted - look bellow it on the other image to see the smaller one.

Interesting indeed, you have a keen eye for details boxcutter.
It would be like a wet dream if those bridges are the hardware configuration for the patch system/brand to use. Eg. bridge 1=M3, 2=R4, 3=supercard(one) or something.
A boring (perhaps more accurate) guess would be that it configures the type of crystal/resonator used.

no, they arent crystal related, they ground inputs on the chip - you can see the tracks.
they are some type of configuration - maybe mapping or firmware.
if it's decimal then there is 5 variants, if binary then it's 16.
someone should wire a bank of dipswitches and try all combinations

Since the boards are almost axactly alike, I take it one of these is much more expensive then the other? Which one? I havn't seen the R4 advertised anywhere.

The price is roughly the same, but these cards only allow patching within each brand, eg. M3 DS Simply only works when their own game patcher/loader tool is used. The competition between brands is based on who provides the latest game patches.
Imagine the cheapest Chinese brand version of this board could be bought, bridged to support English firmware as any chosen slot-1 vendor and the games simply patched with the selected vendor tools.
EDIT: SuperCard(One) seem to use different PCB.

Maxconsole is catching on, but they fail to mention the bridges.
I just got it verified that the bridges DOES control language version (Chinese or English), but still not sure about vendor. My guess is you also have flash the specific vendor/language firmware after setting the bridges.
