i have got a Sega Saturn given to me the fault is it powers up fine no problems but as soon as a disc is put in it crashes and when it on't crash the screen is a jumpy and flickers could this be a problem with the laser oh and it looks like it has had the 50/60mhz mod but been removed maybe they thought it was causing the problem but it also does this when you close the lid with out a disc when its looking for the disc

Have you recapped this Saturn? Could be a problem with bad caps affecting the power rails when disc is booting.

this could b caused by a number of different things, but where it looks like it was previously modded, I would start there. visually inspect the board for any other signs of damage. any damage u see, confirm with ur meter (if possible. this might @till b salvageable...

i checked it and it looks good on the mod side of things and all the caps apart from one look good i might just recap the hold board to see if it changes anything but apart from that i don't no where to go from there

Yeah, that's a good idea, try recapping it anyways and let us know wht happens, if it doesn't work you, it might require going through the entire thing (starting from the power supply) and working your way through the entire mobo with a meter (if you're up for that) to determine the problem. Honestly, saturns are pretty cheap these days, so if it comes down to that, its not really worth it, but if you're looking for a fun project to do, and learn some things along the way, then have at it

Yes, fun projects for the win, usually a lot more interesting than the ones "making sense".
